Under the overall guidance of the Officer-in-Charge (O.i.C) FAO Somalia and the direct supervision of the SWALIM Chief Technical Advisor and in close consultation with the National Project Coordinator, the NBSAP consultant, the National Steering Committee, and the relevant sector heads, the National Project Manager will be responsible for all aspects of project management and coordination in collaboration with the project stakeholders to ensure adequate National Biodiversity Strategy and Action Plan (NBSAP) project implementation. In particular, the National Project Manager will; manage and coordinate the day-to-day implementation of the project activities, administers all technical project inputs and coordinate the execution of all project activities as per the project document. Specifically, the project manager will: Prepare annual work plans and budget for submission to FAO and the NSC for approval, and oversee their implementation; Prepare draft terms of reference for consultancies, organize interviews for selection of candidates for short term consultancy missions and facilitate, coordinate and monitor their work; Ensure timely delivery of quality outputs from consultants, with support from the NPC, FAO Somalia, the LTU and the LTO; Facilitate the work of the NBSAP Expert and of other consultants, including by initiating the collection of information for stocktaking and assessment of existing information on biodiversity and by actively participating in the drafting and finalization of the NBSAP and of the fifth National Report; Assist the National Project Coordinator to organize key project workshops including the inception workshop and terminal workshop, prepare draft agendas and related documents, prepare draft inception report and draft terminal report; Organize and facilitate consultations and workshops with stakeholders; Serve as secretary to the NSC and in consultation with the NPC, organize NSC meetings, prepare draft agendas, and related documentation and minutes; Ensure regular communication between the NSC, the Ministry of National Resources, FAO and other project partners including by timely circulating draft and revised versions of relevant studies and reports of the NBSAP project; Keep regular monitoring of the progress of the project and, in consultation with the NPC , FAOSO, LTO and LTU, take corrective actions to ensure that the project is achieving expected outputs within the given timeframe and budget; Prepare of requests for disbursements in a timely fashion to assure that funds are available from FAO when needed, for NBSAP activities; including preparation of budget revisions as necessary; Prepare monthly quarterly and annual project reports to the FGS and FAO; Prepare financial reports for Government and FAO. The Project Manager will maintain at all times good communication and coordination with Government counterparts, funding agencies, FAO, NGOs and communities and will perform any other duties as assigned by the Supervisor;KEY PERFORMANCE INDICATORSMinimum requirements: Education: Advanced university degree (MSc) in environmental or natural sciences, preferably with exposure to biodiversity conservation or relevant fields Work Experience: At least 5 years of experience in experience in project management and implementation, biodiversity conservation, Multilateral Convections, climate change, environmental protection and natural resources management. Experience in environmental and capacity building issues is highly desirable; Knowledge and Skills Proven track record of drafting relevant materials in the biodiversity/ecosystem based adaptation areas (publications, reports and related documentation); Recent and proven experience in implementing GEF Projects under Biodiversity Focal Area Previous experience in the development of National Biodiversity Strategy and Action Plan (NBSAPs) will be a an advantage; Proven ability to collect, verify and analyze information, and to finish and present work with a high degree of accuracy and technical quality; Ability to communicate effectively orally and in writing, in order to communicate complex, technical information to both technical and general audiences; Leadership as well as strong management and interpersonal skills; High flexibility and ability to work under pressure Knowledge and understanding of the CBD and the UN processes; Sharing knowledge and experience, communicating ideas and managing information flow Strong team building skills, team management Respond positively to feedback and differing points of view Planning, organizing and multi-tasking Analytical thinkingLanguages:Working knowledge (level C) of the FAO official language used for communication within the country (English, French or Spanish) and working knowledge of the local language(s) is required.IT Skills:Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, Exchange) etc. Ability to use accounting software and other information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in appropriate format.Office Management Skills:Systematic, well structured and efficient approach to work assignments.
