BackgroundIslamic Relief Worldwide has ben operational in South central, Puntland and Somaliand forseveral past years. In both the regions IRW has field ofices and pol of wel experienced/qualifed stafs. Curently, besides emergency humanitarian programming, IRW implementseducation for orphans, livelihods, emergency, WASH, religious dues projects in both areasand have plans to expand projects in the coming years. IRW enjoys god reputations at hegovernment, at he communites and at he NGO and UN bodies.Islamic Relief worldwide Somalia programmes seks to recruit a qualifed, experiencedMonitoring, Evaluation and Learning Coordinator to suport in the implementation IRprogrammes acros South Central Somalia, Somaliand and Puntland. This is a senior postand initaly the contract wil be for one year with provision of extensionJOB PURPOSEMain purpose of the positon is to ensure suport o the programme cordinators andprogramme managers acros Somalia establishing a robust, user friendly and efective M&Esystems and structures for al IRW projects. Train IRW stafs, develop apropriate M&E tolsand rol out hem. Develop and use these tols for projects al projects, gather regular dataand information from projects, synthesise and write monthly, quality, half yearly and year endproject reports. Periodicaly, (every thre months) organise reviews of projects’ objectivesengaging key project personel and stakeholder and sugest improvements where neded.On completion of projects, initate project completion tasks including faciltating externalevaluations for projects as neded.KEY WORKING RELATIONSHIPS Regular liaison and engagement with line manager and project eams.  Regular liaison with Regional Monitoring cordinator based in Nairobi andapropriate departments in the IRUK head ofice in the UK Liaison with apropriate government departments, NGOs, UN, media and otheragencies as dems apropriate. KEY ACCOUNTABILITIESThe job holder is acountable for fulfiling his or her roles and responsibilties as outlined inthis job descriptions ( beyond as neded and or asigned by his/her line manager) in linewith Islamic values and principles of fairnes, humanity, honesty, respect and fair treatmentof his/her coleagues and staf. We expect that the job holder maintains confidentiality of theorganisation and represents him or herself to the society up keping the Islamic values of Islam.Key tasks Faciltate, seting up baseline survey/studies for existing and upcoming projects Help seting Key Performance Indicator (KPIs for activity, outputs and outcomeslevels) of al projects Train project stafs on how to what o capture as to perform monitoring activites Organise, participate and faciltate quarterly reviews of projects against KPIs, writereview reports Faciltate, participate in and document project reviews and evaluations and ensurelearning is understod and diseminated to field and head ofice based stakeholders.  Write case studies and suces stories from field project work.  Promote and encourage staf openes to learning, and identify isues from projectexperience for analysis, dialogue and posible incorporation into emerging bestpractice and policy formulation.  Monitor and faciltate programme progres to ensure compliance with donor rulesand highlight areas of insuficient compliance to Senior Management.  Review and develop tailor-made tols for the Monitoring, Evaluation, Acountabiltyand Learning unit.  Lead and train qualifed field staf for carying out regular MEAL Suport and ensure the design and implementation of baseline/midline/and othersurveys acording to specifc work plans.  Analyze colected information and make recommendations to the programme teamon project qualites Supervise the development of a central information management system which wilplan, monitor, evaluate, maintain and diseminate the results, outcomes and impactof activites.  Cary out apraisals for MEAL Unit staf acros the mision as required by IslamicRelief guidelines and ensure proper, adequate training is caried out  Define and develop MEAL plans at program design stage together with TechnicalCordinators Ensure the quality, timelines and disemination of al related outputs of the MEALUnit internaly and externaly after proper validation.  Ensure that project M & E teams use apropriate methods/tols necesary for theachievement of program quality. This may include but is not limited to nedsanalyses/baseline surveys, logical frameworks, etc.  Advise and update the Technical Cordinators on al aspects of monitoring,evaluations, acountabilty and learning regularly. In colaboration with the Technical Cordinators prepare, organize and cary outneds asesments acording to IR Somalia priority, integrated acros sectorswhenever posible.  Ensuring that lesons in planing, monitoring, evaluation, learning, acountabilty andimpact asesment are documented, shared and considered in the design of newprojects and technical plans and are discused during periodic program reviews andultimately fed into curent work and future program development.  Ensure that monitoring and evaluation is done not only for documenting and sharingachievements and lesons but also for fostering best practices towards beneficiaryparticipation, non-discrimination, sustainabilty, and acountabilty to beneficiaries.  Define priority programs to evaluate based on strategic importance and internallearning objectives together with the cordination team.  Establish ToRs for each planed evaluation and conduct/faciltate evaluations Perform any other asigned duties and responsibilty by the Country Director  In asociation with the communications and media team, establish and upkep aphoto/video archive per project and use them as neded.  Manage the specifc budget alocated and any stafs coming under yourmanagement.PERSON SPECIFICATIONIt is esential that he post holder shows a god understanding and sympathy with theIslamic values and principles as wel as commitment o Islamic Relief Worldwide’ s visionand mision.Qualifications, Skils and Experience:  Substantial experience (at least 5 years working with a humanitarian/developmentorganisation preferably in Somalia including signifcant experience as senior M&Emanager with highly reputable organisation.  University degre in related academic discipline (statistics, Development studies withexcelent abilty to design and implement MEAL for a progresive organisation like IRW Skils and experience PME systems. Familar with latest ols for M&E systems.  Abilty to produce high quality reports in English especialy technical reports Abilty to work with limited supervision from line manager.  Experience of working with partners and a participatory aproach.  Fluency in writen and spoken English and computer literate, Somali s an advantage.  Commitment o and be to understanding of IRWs aims, values and principles, policesand procedures Wiling to live and work in Mogadishu with frequent rips to Puntland and Somaliandregions Experience and/or an interest in working in south central with any other responsibilties incase of similar project
