A. BackgroundCOOPI in partnership with UNOCHA is implementing emergency WASH project in Baidoa and Elwak Districts. The objective of the project is to reduce incidences of AWD and Gender based violence occurring as a result of scarcity of water and toilets affecting mainly the women and girls while building resilience of vulnerable IDPs, Urban Poor and Rural host Communities in chronic crisis in Bay and Gedo Regions through increased access to basic WASH services. The project focuses to achieve threeoutcomes;Outcome 1: At least 23088 persons (6465 women 6465 girls, 6234 boys, and 3924 men) have access to safe water through provision of emergency water vouchers and rehabilitation/ construction of sustainable water supply facilities by the project end thus reducing incidence of AWD especially among children and GBV affecting mainly women and girls as they trek long distance in search for safe water;Outcome 2: 3,000 IDPs and Urban poor, have access to 100 lockable latrines with hand washing facilities and located in sites considered as secure for women, girls, boys and men and in the target locations by the project endOutcome 3: At least 26088 persons (7305 women 7304 girls, 7044 boys, and 4435 men) in Baidoa town (IDPs, urban poor and rural host communities) are reached with hygiene promotion campaigns as part of AWD/Cholera preparedness and to promote behaviour changeThis consultancy is to facilitate implementation of activities supporting outcome three which are; Conduct KAP Survey to Identify Risky Behaviours and factors that drive Demand for Good Hygiene Carry out hygiene promotion to promote behaviour change Distribution of hygiene kits to 1000 HH at highest risk of AWD in BaidoaB. Specific Tasks To be Carried out by the ConsultantTo be responsible of all the hygiene and sanitation project activities, and ensure it is implemented as per grant agreement. The main tasks linked to this consultancy are as follows: KAP survey at inception (prepare tools, plan survey, supervise, analyse data and report) Refinement of hygiene promotion messages & preparation of materials based on KAP findings CHPs Training (CHP selection & training, & support in village hygiene promotion planning) Support, mentoring and monitoring of hygiene promotion activities by CHPs2COOPI NAIROBI - REGIONAL PROGRAM COORDINATION 2014 Training of water (WES) committees (support formation of committees in the target villages) and train the committees on administration, Operations and maintenance Organise and supervise training of hand pump operators and borehole pump operators KAP survey at project end (prepare tools, plan survey, supervise, analyse data and report)C. Time Frame and RemunerationThe consultancy will be done in 90 days including travel days distributed between from 1st September 2014 and 15th January 2014. These days will be utilized in accordance with the overall and detailed work plans. Consultancy will be paid on submission of deliverables as mentioned in this Terms of Reference.E. Facilities to be provided by the Contracting AuthorityThe Contracting authority will provide the following: Avail relevant project documentation to provide as much background information as possible; Facilitate meetings with relevant actors in WASH sector in Nairobi and Somalia as may be necessary; Assist in making requisite transport and logistical arrangements to and within the project area for the Consultant to visit the project intervention areas and sites in Somalia; Office and accommodation at COOPI field base, where available,; Facilitation and introduction to stakeholders and communities in the field in Somalia.F. Qualifications of the Consultant A University degree or equivalent in sociology, Public Health / Community Development or a field related to WASH issues for the lead consultant. At least 5 years of continuous experience in data collection (KAP / Baseline Surveys) in emergency programs especially in WASH sector. At least 3 years experience in carrying out similar assignments in unstable environment. Knowledge of the Somalia context and the geographical area of the operation is required. The consultant should have demonstrated ability to complete assignments within scheduled time plans. Good understanding and application of participatory methodologies (CLTS, FGDs, KII, Transect walks, etc) Must be fluent in spoken and written English; knowledge of Somali language is a strong advantage.
