BackgroundThe United Nations Development Programme (UNDP) is the UN’s development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP supports over 132 countries around the globe in the areas of Poverty Reduction, Democratic Governance, Environment and Energy, Capacity Development, Gender, HIV/AIDS and Crisis Prevention and Recovery. The Bureau for Development Policy (BDP) is UNDP’s policy bureau. BDP plays a key role in helping country offices accelerate human development through UNDP’s programmes and initiatives. The Democratic Governance Practice (DGP) is the largest practice area in UNDP/BDP. It works on building effective and capable states that are accountable and transparent. The principal areas of work are organized around 3 clusters: Inclusive Participation, Responsive Governing Institutions, and International Norms and Principles.The Inclusive Participation cluster supports efforts for expanding opportunities for civic engagement – particularly of the poor, women, youth, indigenous people, and other marginalized groups – in the channels of interaction with the state, at national, regional and local levels. The Responsive Institutions cluster promotes the development of institutional capacity, and accountability, in the area of access to justice, rule of law and security, public administration and local governance at the national, regional and local level to ensure these institutions reflect and serve the needs, priorities, and interests of all people. Programme priority is given to strengthening the mechanisms of responsiveness and public accountability to the concerns and interests of poor people, women, and other vulnerable or excluded groups. The International Norms and Principles cluster promotes integration of UN principles, policies, practices, and strategies (on human rights, anti-corruption and gender) within and outside the UN family.  Anti-Corruption has become one of the major areas for the UNDP democratic governance work.  Anchored in UNDP’s work in public administration reform, our work on corruption reflects the shifting demand towards effective governance outside the traditional boundaries of public sector support. The aim is to create responsive, transparent and accountable public administrations; to facilitate participation of citizens in decision making that affect their lives; to demand integrity from public officials and in business transactions; and to fight corruption to alleviate poverty. While corruption is found in rich and poor, developing and developed countries alike, albeit in different forms and magnitude, evidence confirms that corruption hurts the poor disproportionately and hinders efforts to achieve the Millennium Development Goals (MDGs) and human development by reducing access to services and diverting resources away from investments in infrastructure, institutions and social services. It is on this basis that UNDP views corruption as a governance deficit, a result of malfunctioning state institutions and democratic governance as the process of creating and sustaining an environment for inclusive and responsive political processes and for the effective delivery of public services. Accordingly, UNDP has been the leading provider of anti-corruption services to partner countries through policy advicsory support, building UNDP and partner countries’ capacities through regional training programmes and initiatives, establishing and strengthening regional networks and service delivery platforms, increasing knowledge and awareness, and enhancing coordination and cooperation with relevant internal and external partners. Building on its capacity development support to anti-corruption institutions, strengthening oversight role of civil society and media, and training for UNDP staff and national counterparts on anti-corruption programming, UNDP continued to take a lead on emerging issues such as mainstreaming anti-corruption in sectors (education, health and water) and other development processes including MDG Acceleration Framework (MAF) and United Nations Development Assistance Frameworks (UNDAFs), supporting UNCAC review and implementation, mitigating corruption risks in climate change, building anti-corruption capacities in post-conflict and recovery contexts, and strengthening anti-corruption knowledge management, regional advisory capacities and networks. It uses it global thematic anti-corruption for development effectiveness (PACDE) as its vehicle to strengthen capacities of institutions, systems and processes at the country level through advisory services and technical assistance to at least 40 countries. As countries signed the United Nations Convention against Corruption (UNCAC), the demand for technical assistance and policy advisory support to fighting corruption has also increased significantly. This led UNDP to refocus its anti-corruption priorities using UNCAC as a governance and development framework within UNDP’s mandate of poverty reduction, realization of the MDGs and promotion of sustainable development. Duties and ResponsibilitiesDevelop, implement, monitor and evaluate anti-corruption strategies, policies and programs through participatory and broad-based multi-stakeholder consultation processes.Strengthen the capacity of national governments, particularly oversight and watchdog bodies, including independent anti-corruption commissions.Improve the capacity of civil society organizations and media to participate effectively in national and local anti-corruption reform programs as equal partners to governments.Address national requirements for the ratification and implementation of the UNCAC-UN Convention against Corruption s well as advocacy and capacity development of national counterparts to effectively respond to the Convention.Facilitate UNCAC review processes and related governance assessment processes.Produce relevant knoweldge products aimed at mainstreaming accountability, transparency and integrity issues into the full range of global, regional and country office activities.  CompetenciesDemonstrates integrity by modeling the UN's values and ethical standardsDisplays cultural, gender, religion, nationality and age sensitivity and adaptabilityAbility to work in a teamStrong interpersonal skills, communication and diplomatic skillsOpenness to change and ability to receive/integrate feedbackAbility to work under pressure and stressful situationsAbility to manage workload with minimum supervisionStrong analytical, reporting and writing abilities Required Skills and ExperienceEducation:Master’s degree (or PHD) in governance related field (or equivalent work experience), including: Law, Economics, Public administration, development studies, Business Administration, Public Policy, Social Science, Political Science, international relations.Experience:Minimum 10 years of proven work experience, with a minimum of 7 years of experience in the area of anti-corruption.Knowledge and experience in international development, governance, and anti-corruption programming and policy development.Knowledge of Anti-Corruption programming.Knowledge and experience in relation to international instruments on Corruption, particularly UNCAC.Experience with the drafting of user-friendly knowledge products such as books, articles, research papers, toolkits, guides, methodologies, analytical documents, policy papers and notes, project/program documents, baseline studies, desk reviews, comparative studies, etc.Experience in management of post-conflict interventions.Knowledge of high-level governance, capacity and public communication support.Languages:Fluency in spoken and written English is a must.Working knowledge of Russian, Spanish, Portuguese and Arabic is an advantage. Computer skills:IT literacy and ability to operate with on-line web-based applications.Evaluation of ApplicantsApplicants will be screened against qualifications and the competencies specified above.Short listed candidates will be invited to participate in an interview and/or assessment.Candidates’ references –including past employers- will be verified and confirmed.Selected candidates will be invited to create a profile in the roster; where they can be considered for consultancy opportunities as needs arise.Contracting ArrangementsSuccessful candidates will be included in UNDP’s Democratic Governance Vetted Experts Roster for a period of 2 years. Inclusion in the expert roster does not guarantee a contract with UNDP.  When a request for services arises, the hiring unit/office shall: Contact the roster manager or search the roster to select at least three qualified expertsSend the procurement notice and ToRs for the assignment to the selected experts with a request to confirm  availability and submit a financial proposal for the assignment within 3-5 business days.Review the submissions and financial proposals.Select an expert for the assignment based on the ‘Best value for money’ approach.Issue an Individual Contract to the expertNotify the roster manager of the decision and of the duration of the contract issued to the expert.Submit an evaluation of the expert to the roster manager once the assignment is completed; and before the final payment is issued.The contracting unit/office will provide a specific Term of Reference (ToR) outlining the outputs for each assignment and issue an Individual Contract (IC) to the consultant, detailing the time frame, and frequency/modality of payments.Conditions of a particular assignment may be negotiable.
